The TGA does not assess cosmetics unless they make therapeutic claims. The ingredients in cosmetics are regulated as industrial chemicals.
The TGA only assesses cosmetic products that make therapeutic claims.
Ingredients in cosmetic products, even those described as 'natural', are regulated as industrial chemicals under the Industrial Chemicals Act 2019, which is administered by the Australian Industrial Chemicals Introduction Scheme (AICIS).
To make sure that these products are safe for consumers, workers and the environment, the Australian Government assesses the risks associated with cosmetic products and/or ingredients manufactured or imported into Australia.
To find out if the ingredients in your cosmetic product are regulated by AICIS please follow the process map provided by AICIS.
There are certain products that are declared to be not therapeutic goods, these are listed Therapeutic Goods (Declared Goods) Order No.2 of 2019.
