All applications for a permit to export human substances from Australia going forward must occur via the downloadable forms (link) and be emailed via PDF to tga.exports@health.gov.au
We issue permits for the export of human substances specified in schedule 6 of Regulation 8 of the Customs (Prohibited Exports) Regulations 1958.
'Human substances' refers to goods of human origin that may be regulated as biologicals or medicines and which are:
- human body fluids, organs and other tissues
OR
- substances derived from human blood

Human body fluids, organs and other tissues
To export human body fluids, organs or other tissues, you:
- do not need a TGA export permit when the volume of each individual container is 50mL or less
- will need a TGA export permit when the volume of a container exceeds 50mL.
Substances derived from human blood
You will need a TGA export permit if you are exporting substances derived from human blood, regardless of the volume.
Breast milk and placenta
You do not need a TGA export permit to export human breast milk or placenta.
